Implementing design requirements: the mitigating factor on construction cost understimation

The construction project cost estimate has been viewed as a mere budgetary allocation, in which accuracy remains uncertain. Cost underestimation have negative construction to construction projects and have not been adequately explored with the objective of providing mitigating mechanisms. Hence, the aim of this paper is to examine the implementation of design requirements as a mitigating factors of underestimation.
