Essential services : developing tools for minimum service agreements
04 Feb 2014Two judgments of our appellate courts move me to add my voice to the debates on essential services. Another catalyst for this article is the Essential Services Committee (ESC) conference at which I presented some of my ideas and learned of the obstacles to concluding minimum service agreements (MSAs). Furthermore, 15 years under our new essential services regime is time for reflection to preserve and improve what works and to fix what does not.
